Signifies psychological gloominess and sadness.
Emma has only worn grey on two occasions: saying goodbye to Will in ‘Funeral’ and in her office talking to Will during the ‘Rocky Horror’ episode. Why she’s wearing grey is obvious in the first picture – she is forsaking the love of her life. The other is perhaps a little more puzzling. In the previous scenes in RHGS Emma is in splashes of yellow (so we know she’s happy with Carl), she’s gone beyond her comfort zone and sat in a filthy theatre to watch The Rocky Horror Picture Show so her OCD is supposedly improving. But then we see how she is meticulously aligning the placement of items on her desk, we see the guilty expression on her face as she does so and we think of the grey in her skirt in this scene:
We realize Emma is pretending to be happy. She’s trying her best to push the gloominess away, but in a quiet, private moment in her office her inner most feeling is revealed through her choice of clothing and conveyed to the audience: she is sad, depressed even. She can pretend all she wants but we know the truth, she’s not over Will.
